Part of neighbourhood life in Sant Andreu is concentrated in its civic centre. This cultural centre is one of the most frequented places in the district.

The Civic Centre occupies land once used by the Can Balsells textile factory before 1874. In 1877, the former factory was turned into a depot and garage for the Tramvia de Foc, the first tram that linked the centre of Barcelona to Sant Andreu. Once trolleybuses came into the scene, tram depots were turned into transformer stations that continued to operate right up to 1960.
